LAG Configuration for P300 bridges

Looking to set up a configuration with two P300 root bridges connected to an icx7150 and two P300 non root bridges connected to an icx 7250 and utilizing link aggregation to provide more bandwidth. I found this reference on the ruckus site https://unleashedsupport.ruckuswireless.com/answers/000006437
but at this point with all configuration in place, ports are in an up/LACP-Blocked
From what I have read this can be due to a protocol mismatch, but have not have found any configuration inconsistencies. The ports are tagged for multiple VLANS.  Any suggestions on why this isn't working as expected?

Does link work if you disconnect one bridge from the switch?

Yes I would start with one pair first and then extend.

Probably some of mentioned features isn't properly disabled. Anyway, you can create static LAG too, which should work in any case.
