Unable to power recent model APs with newer model PowerDsine 9524

I am unable to POE any recent model ruckus APs with a PowerDsine 9524 (this is a newer model midspan). They will power up with a PowerDsine 9024. The 9524 has no issue powering other POE devices or older model ruckus APs. I've tried over 5 different current models of AP's with no success. The PowerDsine 9524 is in a default configuration. Any suggestions?

Two of the newer AP's were zoneflex 7372 & 7363. The older model was a 7962 (dome style).
Change to PowerDsine 9564 default status has powered up the newer AP's. Specific change was System Configuration - Product Parameters: System Detection Method (PD Detection Method) changed from 'IEEE802.3af + IEEE802.3at' to 'IEEE802.3af + IEEE802.3at + Legacy'.
At least now I can power up the AP's.
