I need help setting up Ruckus unleashed

I have a client with a dead zone director.  Its a residential facility.  64 AP's total.  I was going to do a separate instance for each floor.  My question is the current setup has every AP on its own vlan and ssid.  How do I accomplish that with the unleashed solution?  I have the correct firmware, but when I try to use remote management it won't join.  

My understanding is I need to create an AP group for each vlan/ssid, but is there a group member limit?  Or a number of groups limit?

Unleashed needs all AP management IPs on the same broadcast domain.
