i need to develop my custom product and i can initiate simple AccessPoint in it.. but now i want to initiate my AccessPoint as a HotSpot 2.0 with interworking IE and vendor IE..

Yes you can use a Solo AP and define a WLAN that points to your HotSpot web/authentication server.
See Configuration::HotSpot on your AP WebUI, and fill in your HotSpot information.
