STILL STUCK IN BOOT MODE

I have tried resets over and over again, still stuck in boot mode from out power outage, I need to speak to someone over the phone or a live chat to walk me through what to do to fix it.

I have responded 4 times since last weekend! NO RESPONSES!!  what is going on, I need help with this switch!!!! the video tutorials and directions are confusing and I am not having any success. PLEASE HELP! I just need to speak with someone live via chat or phone to help.
