Not working after power outage

After power outage I have intermittent internet access. I understand I need a replacement as the Ruckus is rebooting as a router and not an access/switch? 

How do I get a replacement as my neighbors have done?

I have a new 7150. It is working correctly now and it is running as a switch. HOWEVER I can not intact with it via a CLI.

I need to copy the Primary Flash/Bios from the Primary to the Secondary via CLI. 

However just as my last 7150 when I connect via a USB C from the 7150 to a USB on a (2 different Windows laptops) laptop computer I get the same issue as before the login and username are just looping/scrolling. There seems to be no way for the terminal program (either Putty or Mobaxterm) to allow me to enter any keyboard inputs. No way to “b” for a new password. No way for anything? I have tried 2 different computes and now I have a new 7150? 

Please tell me how I can assess a CLI?
