Neighbor and I are in Lennar homes. Need to know how to restart system after power outage..access points are either dark or one access point has 4/5 lights on while the other has 3/5 lights.

Thank you for your response and the update.
Based on the picture of your RUCKUS ICX-7150-C12P Switch, the light status appears to be normal.
Please try unplugging the Access Points Ethernet cable from the current switch port and reconnect it to any other available port (1–12). (Refer to the screenshot below.)
Once done, please check if the Access Point functions as expected.
