My icx 7150 has developed odd behavior of a lag spike and even hooked up directly only allows @ 350 mbs thru put up or down. This occurs even when directly computer is directly plugged into switch. The modem and router verified thru put is 1gig byte per second. I complied all the flash flash verifying the proper file load and several other recommended actions, but still the same effect. The switch use to provide much higher thru put. I have read that this has been diagnosed as a switch component failure? What do I need to do do correct this issue?

From the case description, I could understand that your ICX-7150-C12P Switch is only transmitting 350 Mbps speed.
In order to troubleshoot this issue, first, we have to get access to the switch, and there are Two ways to get access to the switch.
I will leave you a guide on how to perform an IP scanner on your local network to identify the switch IP address very easily.
How to find my Ruckus “Devices IP address” using free applications:
Once we identify the IP address of the switch proceed to access remotely to the device “Command Line”
How to remotely access to 'ICX 7150-C12P' or 'access points' "Network devices":
If you can access the Command line should look like this:
ICX7150-C12 Router>
I) Please perform the below commands from the CLI of the Switch and share the output of each command-
enable
show version
show inline power
show interface brief
OR
II) Please share the Screenshots from the Unleashed dashboard as shown in the below picture:
How to console in the ICX-7150-C12P
Once you are logged in to the ICX-7150-C12P console please follow up the same steps that are on point '2' using the same commands and share the output of each command.

Even a direct connection is only 350 mbs and it sometimes will just reboot. I have followed all the recommended fixes identified in the form. I rather just open purchase a compatible (maybe even upgrade) unit with product support

Thank you for the information you shared.
As we can see the Ports are "operating" to transmit a speed of 1Gbps which is the correct speed (Please refer to the below screenshot). Which states that there are no Hardware issues between the ICX-7150-C12P Switch and Access Points.
We suggest you confirm the speed transmitted by your Internet Service Provider (ISP). You could check the ISP connectivity from the Router, maybe with Local Router Wi-Fi or by an Ethernet cable from the Router a laptop, or a PC (Please refer to the below screenshot).
Could you please let me know the model of the Access Point you are using?
