The system was working and stopped after a power outage. The ICX-7150-C12P has a green power light with a yellow SYST light. The 9U1-R510-US00 has no lights.
Can you help.

If performing multiple resets using a paper clip is not resolving the issue, the next step would be to perform a software recovery on the Switch.

After the lights start flashing yellow, how long do you wait for the green SYST light to come on or retry to boot the system

If physical reset works, the PWR and SYST lights should turn green in some minutes.
If performing multiple resets using a paper clip is not resolving the issue with flashing yellow lights, the next step would be to perform a software recovery on the Switch.
