This issue occurs when the RUCKUS ICX-7150-C12P Switch appears to be working (both SYST and PWR lights are green) but does not deliver power to the Access Points (APs).
The reason is that the Power over Ethernet (PoE) function on the switch ports is disabled/off.
As a result:
After a power outage, restart, or power spike, the RUCKUS Switch may reboot incorrectly. In this state:

Before proceeding with the full troubleshooting process, please try the following step first. If the issue persists, continue with the Diagnosis & Resolution steps outlined afterward.
Step:
Connect the Access Point Ethernet cables to a different port on the Switch (any of the available 1–12 ports) to check if the Access Point powers on. (Refer to Figure 3)

Follow these steps carefully to check and fix the issue.
To manage your switch, you need its IP Address (assigned by your Internet Service Provider’s router).
You can use a free IP Scanner tool on your computer or phone.

Once you know the IP address:
1. Open a terminal/command prompt or use an SSH/Telnet client (like PuTTY).
2. Check guide: How to access the Command Line Interface (CLI) of the RUCKUS ICX-7150-C12P Switch
3. Connect to the RUCKUS Switch using the IP address.
It will look like:
ICX7150-C12 Switch> (SSH access)
telnet@ICX7150-C12 Switch> (Telnet access if SSH fails)
Type the following commands (press Enter after each):
ICX7150-24P Switch>enable
No password has been assigned yet...
ICX7150-24P Switch#show inline power
If all ports show as disabled/off, then the switch is not supplying power to APs. (Figure 4)

Run these commands:
ICX7150-24P Switch>enable

ICX7150-24P Switch#configure terminal
Warning: 1 user(s) already in config mode.

Run the command again to confirm:
show inline power
