RUCKUS ICX 7450-48F L3 configuration issues

HI I have a new RUCKUS ICX 7450-48F. when i try to configure L3 Virtual interface, the below highlighted command are invalid. if i try to configure a port with an ip address command is invalid.

device# configure terminal
device(config)# vlan 2 name Marketing
device(config-vlan-2)# untag ethernet 1 to 4
device(config-vlan-2)# tagged ethernet 24
device(config-vlan-2)# router-interface ve 2
device(config-vlan-2)# interface ve 2
device(config-vif-1)# ip address 10.1.2.1/24

I would like to use VLANs using virtual routing interfaces on the core switch then configure DHCP server for the respective Vlans. does RUCKUS ICX 7450-48F require a license in order to do full L3 features?
