Lennar home with ICX-7150-C12P Rukus which is not supplying power to either AP or the Ring Door bell

Spectrum technician could access the RUKUS console and was able to verify it was active. Neither Access Point are active and neither is the Ring Doorbell Elite. How do I get someone out here to service my equipment?
