This is ages old but if someone ever stumbles about this:
The Definition is 12V - And this is the point: If you buy a cheap AC adaptor 12V 1A, this thing may have 16V if nothing is connected. I took such a cheap thing and put a 5,6 Ohm resistor parallel and suddenly the AP turns his LEDs on and boot...
This was an experiment only. For production use, buy a stabilized 12V power supply - If the input exceeds 12V the AP may not do anything.
