Channels 165, 169, 173, 177 of the 5 GHz band are missing in Canada

I have R750s and R650s and channels 165, 169, 173, 177 have always been missing. The country code is set to Canada. Here are the regulations:

The latest Unleashed upgrade added 116, 120, 124, 128, but not those. Also, channel 165 has always been allowed, but it has never been available. Is there any chance they will be added, or is hardware missing for them?
