Ruckus AP sending ARP Request to 255.255.255.255

Ruckus AP is sending ARP request for broadcast IP address as attached in the snapshot.
Do any one have idea why this happens?

Well, it needs to send broadcasts to ask for DHCP, ZD/SZ controllers etc..All devices should do that..
The big question here, is: why do you use public IP's for a closed management system?Or are the AP none-controller based and on a public network?

I understand that is as normal behavior to send ARP.But why does that sending ARP asking who has 255.255.255 255?
