ICX7450-24 with ICX7400-4X10GF cant bring up interface 1/3/3

Hello everyone, 

I have a ICX7450-24 with two ICX7400-4X10GF. Currently I have 2 of the ports filled on each ICX7400-4X10GF with SFP+ modules. I cannot seem to get any of the other four available interfaces to come up. My goal is to have all 8 of these slots filled with SFP+ running at 10G. Am I possibly missing a license or something? 

Any help would be appreciated on this, thank you in advance.

From the issue description, This might be an issue related to 10G license limitation on the switch.

Please check license installed on the switch with the below commands:
#show license
#show version
