Ruckus R320 fails to synchronize firmware version with smartzone

I have two R320 need to register to smartzone(version: 5.2.2.0.317), both of them are successfully discovered by smartzone but fails to synchronize firmware version, both shows offline afterwards. One of their configuration status stays at New Configuration and the other one is Firmware Downloaded. I am unable to access the ap by any methods including GUI and SSH, the power LED is on and CTL is slow blinking.

Thank you for reaching out to us. 

Please login into the AP CLI and execute the commands below: 

get version 
get countrycode 
get scg 

I hope you have verified the licenses. Also, select the AP and from under the events share the screenshot for the reason. 

The above will help us validate the reason the APs are not coming online.
