Role Policy every user don't effect

I have Zonedirector 1200
with configuration :





problem 1,
Ex: i want spesify OS types access only Windows and android phone cant access
but after apply this configuration, android phone still can login and access

Problem 2,
Ex: i create user1 with role Lokal, and i want user1 only can access Local Network
but after apply this configuration, user1 can still access internet
