It's not the "APS" specifically, it is as if there is a fight between signal levels the device sees.
(specifically if multiple SSID's are on the SAME multiple AP equipment, registered to the SAME device AND "poor" overlapping of AP's', where the SSID is in the devices access list)

The "card types" are not always indicating a "different" wifi board...,they are set to "tag" if a wifi board has been removed from one model range & placed in another....
Pfffff. Apple.....
We have a batch of 2011 mac air's all the "same" but the wifi FW is like a drunken hooker... all over the place.
All have the "latest" relevent os for the version. so fully updated 10.14.6, 10.12.6 etc
but still the FW is NOT synced... so any posts related to macs are likely to be inconsistent.......
One of our factory sites covers several square KM.. so there is a "lot" of opertunity for roming & handoffs...
I do a lot of work in Asia /China, and as previously stated the wifi environment is VERY hostile.
there is a "China" app with certain links. .. think tick tock ...
that gives you "free" wifi.
After an analysis of the app and the network traffic.. I found that it actually "steals" every wifi pw entred onto a device via key logging.
Sends them to a "centalised" server along with MACS & wifi points seen
then as people "roam" about China, it install the wifi points & relevent pw's.
Wala... "free wifi", but in doing so it is continually shoving in conflicting wifi aps.
to the device.
ontop of this we have the thousands of staff who think more is better, and have devices with several hundred WIFI acess points.
