Ruckus R650 slower on POE than AC

I've been running my Ruckus R650 for a few months and I've been happy with the reliability but slightly disappointed with the speeds. Even with a direct line of sight to the AP the fastest speeds I could get were 400Mbps.  After some troubleshooting I've discovered that switching from POE to plugging in an AC adapter allows me to hit >900Mbps speeds. I don't understand why that's the case when I wasn't getting any power warnings and I even tried manually setting the AP to 802.3at. Has anyone seen this?  Any ways around the limitation?

Are you definitely seeing 802.3at from the switch? Is LLDP enabled?

LLDP is enabled.  The switch is set to provide 802.3at and the R650 was also manually set to the same.  There were no power warnings on the R650 as I have seen with my R720.

What's the switch? I'm not seeing that behaviour with my rubbish TP-Link.

It's a Brocade ICX6450, I tried different ports with the same issue.  If my ICX6610 had POE I would try that.  What kind of speeds do you see with your setup?
