Desktop can connect to AP and can access Internet.
Mobile phone can establish Wifi connection with the Ruckus AP.
Under Ruckus admin portal, under Clients, the MAC address and the IP address can be shown, but the hostname and the OS (Android or iOS) are missing.
By turning off and turning on the mobile Wifi (re-establish Wifi connection), the problem was resolved and the mobile can establish Internet connection.
