HELP "Cluster is out of service" again

Our client has encountered this issue again 

this issue occurred a month ago also prior to that and it happen again yesterday
what our client does is restart the VM to get it back on service
they already migrated this VM to a new server SANGFOR HCI
but the issue still persist

it's on HDD and the HV is SANGFOR HCI

Our client is insisting that we install the VMTOOLS for the betterment of performance of the VM but you said before that it is a closed appliance and there's no need to install VMTOOLS

Here is the question of our client:

"We cant adjust more memory allocation. I suggest is install the vmtools to automatically adjust itself. In additional, vmtools is to enhance performance and stability of vm.

Please send a letter why you don’t want to install vmtools or why we need to adjust more memory allocation? Give a figure example 1GB RAM how many users can accommodate?"
