Hello,
We have implemented EAP-SIM authentication (with Hotspot 2.0) and it worked on Galaxy S4 up to yesterday. Unfortunately, after upgrade of Android to 4.3 phone doesn't connect anymore.
From phone perspective it either fails to authenticate or silently dies.
From the ZD1100 perspective it appears the phone connects successfully, but almost immediately it disconnects:

2013/11/06 08:39:37 Low xxx@wlan.xxxgppnetwork.org User[xxx@xxxgppnetwork.org] disconnects from WLAN[E-WPA] at AP[AP1]
2013/11/06 08:39:29 Low xxx@xxxgppnetwork.org User[xxx@xxxgppnetwork.org] leave WLAN[E-WPA] at AP[AP1] with Session Time[2.63 sec] RX Bytes[412] TX Bytes[370]
2013/11/06 08:39:29 Low xxx@xxxgppnetwork.org User[xxx@wlan.xxxgppnetwork.org] disconnects from WLAN[E-WPA] at AP[AP1]
Could you please escalate this as a company to Samsung - there are not many reports about this issue and we're stuck.
The configuration still works for Galaxy SII and similar.
Thanks.

I've opened a support case for you on this issue.
(FWIW, bluetooth on my S4 isn't working so well after 4.3 update either...suspect we'll see a patch soon)
