Confirm R850 Maximum Transmit Power

Can someone confirm for me what is the expected maximum transmit power for the R850? I made a related post about TX power but curious for this information as well. County code is US.

At max power (uPoE) the datasheet says at 8x8 it will transmit 22dbm. I believe that maximum EIRP on the UNII-3 channels is 29DBM. Why at full tx power in this band the R850 will transmit only 18dbm. I believe there is another issue with non-dfs channels in the US as the AP will only transmit at 10DBM for me when max EIRP is 23dbm.

If max EIRP is 29dbm or 23dbm what should I expect the AP to transmit at full power?
