R550 not boot up completely

I have a ruckus R550 which does not boot up completely for some reason.
Even if I use the POE power or 12V DC - I get the same result.
The PWR light turns solid red and after a few seconds it starts flashing green, then becomes solid for a few more seconds. After, it just repeats the same pattern. I tried to reset it but it does not help. Any ideas on how to fix this?
