I recently moved into a Lennar home and am trying to connect the wifi. After looking at the setup guide, I have an issue with the R510 not powering on for connection. Please advise.

As per the case description, I could understand that you need assistance in re-setting your RUCKUS set up in a recently moved Lennar Home. And you see the RUCKUS R510 Access Points are not powered ON.
Could you please let us know the answers to the below queries to assist you better?
1. On your switch while it's plugged into the outlet, do you see any lights on? (Amber or green) Please let us know which lights are on. (Please refer to the below picture and share a picture of the same, showing the light status and the FULL Switch panel cable connections to the Switch ports)
2. Is your Internet Connection from the Internet Service Provider (ISP) stable and working? (You could check this by connecting to your local router Wi-Fi or from an ethernet cable from Router to a laptop/PC).
3. May I know how many R510 Access Points are connected to the RUCKUS ICX-7150-C12P Switch?
Please help us with pictures of your ICX-7150-C12P Switch showing the status of the lights and cable connections to the Switch ports.

1. These are the lights that are on.
2. Yes, the internet connection from the Internet Service Provider (ISP) is stable and working.
3. 2 R510 Access Points are connected to the RUCKUS ICX-7150-C12P Switch.
Thank you for the response and the detailed information you shared.
As I can see from the picture you shared, there are lights on PWR and SYST, if there is an amber/orange light on the "SYST" and a green light on the "PWR" on the Switch (as it is in the below picture). Meaning the Switch is stuck in the boot mode.
Basically, due to the power outage/ power spike, the switch went to a state that we call ‘boot mode’ that is not able to boot up properly.
Please follow the below steps to fix this issue:
First, we will try to reset the Switch as described below:
1. Please try to disconnect from the Power outlet the ICX-7150 and reconnect.
2. Please try to press the reset button using a paper click or a small stick

IF RESET IS NOT WORKING, PLEASE TRY TO RESET YOUR SWITCH MULTIPLE TIMES (Like 10-15 times) AS DESCRIBED ABOVE.
IF RESET DOESN’T WORK: Please follow the below steps.
If the reset does not make any difference, we need to perform a software recovery since it can be that the image flash is corrupted in basic words the unit is not able to boot up properly and need re-install the image to boot up properly.

Please connect your RUCKUS R510 Access Points, ISP (Internet Service Provider) Router, or any other smart devices ethernet cables to any 12 ports as highlighted in the below screenshot.

I've connected the router to one of the ports. It's still not connecting to the two R510s though.

We may need to factory reset the APs. Please follow the below process to factory reset your APs to configure them with a new SSID.
IMPORTANT NOTE: To perform a factory reset correctly on one of the access points, you must disconnect the rest of your other access points from the "ICX-7150-switch". For example, if you have 3 access points, you should go to the switch and disconnect 2 of the cables to turn off the "2 access points" and only leave 1 connected with which we are going to work the factory reset once you configure the access point and make sure all is good, go ahead and reconnect the other Access Points back.
In your case remove one Access Point’s ethernet cable from the Switch Panel, and perform a factory reset on ONE connected Access Point which will act as a master, Once it is done you can plug the unplugged Access Point back into the Switch port. It will collect the configuration from the master and get in sync.

I did the Physical Factory Reset and Set-up and have it so that I can see and connect the wifi I set up. There's no signal coming from it though. Please advise.

The lower cable is the one coming from the ISP.

As you have 2 Access Points, factory reset the AP once again only by connecting ONE AP to the Switch and once you complete the factory reset, connect the other AP to any 1 in-12 ports on the Switch. After some time check the internet connectivity via the new Wi-Fi network via Access Points.
It's doing the same thing with the other port.
I tried resetting the 2 R510 APs, and neither holds any connectivity after the reset.

As per the light status after the reset, the Internet connectivity should work.
We suggest you check your ISP (Internet Service Provider) Internet connectivity and also you can try replacing the ethernet cable that connects from the ISP Router to the RUCKUS Switch in case it is damaged.
Also please share a CLEAR Picture showing the connectivity from your ISP Router and the RUCKUS Switch.
I understand it should be working, but it's not.
The Internet Service Provider's Internet connectivity is fine. The ethernet cable that connects from the ISP Router to the RUCKUS Switch is not damaged.

1. To check this issue, we must identify the ‘current’ IP address assigned by your local router to the switch ICX-7150-C12P
