Based on your description, it shows that PoE is in disabled state. Please follow the below steps to enable PoE.

Please try unplugging and plug the AP which is blinking red. If this step doesnot work please perform a factory reset, let me add the steps, if the Access point still not responding, please reply with a picture showing that the PWR is red.

Please follow the below link to perform the upgrade of your switch.
To upgrade your switch to the code 08095g UFI and upgrade both partitions with the switching code file named SPS08095gufi.bin, please perform the software recovery using the code 08090k with the upgrade image file named SPS08090k.bin, then when the switch is back to normal upgrade to the file SPS08095gufi.bin for both partitions primary and secondary.

1-On your switch while it's plugged into the outlet, do you see any lights on? (Amber or green) Please let us know which lights are on?

My switch is ICX 7150-C12P
based on pic you sent, I have 7 (Sys) and 16 (PWR) both Green. The only issue is with the Access point not receiving power. I see that ring which is connected to one of the ports in the switch is working. Also, I am sure the ATT router internet is working, as I am currently using it. Please let me know how to power up the AP. Thanks.
