GOALS1. icx become ntp client of pool.ntp.org2. icx become master ntp for other devices
PROBLEMS:1. I purposely set wrong time in local clockafter several minutes, it didn't correct itself

I do not believe either request is currently an option. Please see the following note from our management guide:
NTP services are disabled on all interfaces by default.
Before you begin to configure NTP, you must use the clock set command to set the time on your device to within 1000 seconds of the coordinated Universal Time (UTC).
You could open an RFE (request for enhancement) with your account team to have things considered for future code releases.
