As discussed on the private chat, you were able to Upgrade your Switch to the latest SPS 08095g version. And issue is now resolved.

Yes it is
after power outage I got the orange light on syst. I looked at the other posts and tried to follow the instructions but it didn’t work and it is complicated, after trying to disconnect power and connect it again few times, nothing happened, I did hard reset until all blinking orange but couldn’t get anything else to work. please call me if possible 813-679-5162

As you mentioned there is an orange light on SYST, if there is an amber/orange light on the "SYST" and a green light on the "PWR" on the Switch (as it is in the below picture). Meaning the Switch is stuck in the boot mode.
Basically, due to the power outage/ power spike, the switch went to a state that we call ‘boot mode’ that is not able to boot up properly. And this is the reason your RUCKUS ICX-7150-C12P Switch is unable to transmit power (PoE- Power over Ethernet) to the Access Points or on its ports.
Please follow the below steps to fix this issue:
As you mentioned that you tried reset, once again we will try to reset the Switch as described below in the VIDEO:
1. Please try to disconnect from the Power outlet the ICX-7150 and reconnect.
2. Please try to press the reset button using a paper click or a small stick

IF THE RESET IS NOT WORKING, PLEASE TRY TO RESET YOUR SWITCH MULTIPLE TIMES (Like 10-15 times) AS DESCRIBED ABOVE. As we have seen it working sometimes after trying multiple times in many cases. If the reset with a paperclip works, the SYST and PWR lights should turn GREEN.
IF RESET DOESN’T WORK: Please follow the below steps.
If the reset does not make any difference, we need to perform a software recovery since it can be that the image flash is corrupted in basic words the unit is not able to boot up properly and need re-install the image to boot up properly.

Please note, we must use ethernet cable (both ends RJ45 plugs) and USB to type C cable both together as described in steps 2 & 3 in the guide link.

I started through the steps but the drivers download link doesn’t have the boot folder to get the needed file. also the whole process seem very complicated. any suggestions ? Can you do a remote session or phone for a fee ?
Issues I am stock at ;
1- link doesn’t have the boot folder to get the correct file
2- can’t find the com#
3- should the switch be in boot mode or reset mode when connecting it to computer

I downloaded the 08095k.zip multiple times and it doesn’t have the boot folder to find the desired file and the image folder has a different file, the one you see on the right of my screenshot ?!!
Amber light is gone, green lights are back on ? do I just disconnect Ethernet and usb? How do I setup wifi name and password ? thank you so much.

Great! if you have SYST and PWR lights Green, the Switch is back to it's normal state.
You can now disconnect the USB and other software recovery ethernet cable.
As you want to setup Wi-Fi name and password, may I know if the previous Wi-Fi network is not working?

Please try the Switch default credentials will be as mentioned below.
Username: super
Password: sp-admin
If the above credentials don’t work, you can try below default credential combinations as well.
If above credentials doesn't work, please try to login using Telnet option. (Please refer to the below screenshot)
Telnet – Port 23 (If SSH doesn’t work)
The orange ethernet is going to the computer
I see you have upgraded/software recovered using the SPR code file causing the Internet issues (Please refer to the below screenshots). It must be the SPS code version.
I suggest you upgrade your Switch to an SPS version. Please refer to the below Guide link for the upgrade.

PLEASE IGNORE 8080f upgrade from the link as you are already on a UFI version. And upgrade using the 08095g version file directly.

Also, I see from the picture you shared, seems like the ethernet cable which is coming from the ISP’s (Internet Service Provider’s) Router or Modem/Router combo is plugged into the wrong port on the Switch panel. It must be plugged into any 1 in-12 ports as shown in the below screenshot. Please unplug the ethernet cable and plug it into the correct port.
Please perform the upgrade using the guide and let me know if you are stuck at any step.
Should I try just placing the Ethernet in one of the 12 and see what happens or do I have to do the upgrade?
Thank you for the response. We should upgrade the Switch first as you have software recovered the Switch using the SPR file causing this issue.
Please follow the upgrade process explained in my previous post and also plug the ISP Router's ethernet cable into any 1 in-12 ports as explained.
Is it just one file that I need to upgrade ?
Yes only use the 08095g file that I sent in the drive link. Use it in place of 8095h in the upgrade guide IGNORE 8095h.
There are 3 files in the upgrade steps though

As mentioned previously, please ignore those 3 files from the link. Only use the file I shared you in the drive link in place of 8095h. Only use SPS08095gufi.bin
Once you configure TFTP server, please follow the below commands as mentioned in the guide as well:
“copy tftp flash <tftp ip address> SPS08095gufi.bin primary” - (upgrade the image)
“Show flash” - (check the primary flash has the new code)
“Write memory” - (save the changes)
“boot system flash primary” - (boot the Switch with the new code)
After the Switch comes back, run the next final command to copy what is in the primary partition to the secondary because we need that both partitions match.
"copy flash flash secondary" - (will copy what is in the primary)
Please try to use different IP address from the Server interfaces.
