does changing switch in stack require installed licenses on previous switches be reinstalled ??

No, you do not need to reinstall the licences when you add or replace one defect member of a stack as the licensing is done by each switch individually. The switch you are adding to a stack must have the same licenses as the rest. ( see also replay from Ben regarding premium license )

I'm not entirely clear on the the question, but all switches in the stack should have the same feature licenses (ex. Premium). Port licensing is independent of the unit.
