Why is my switch not powering the access points?
If you run image older 080.80 you need to use this command
interface eth 1/1/x
inline power
Otherwise please type show inline power and show as the result
What if the switch won’t transmit its own WiFi to be able to access the software settings?

You need to enable poe on the interfaces like Mohammad mentioned.

I think you mean you can not access the AP like ping or HTTP; so you need to be sure your pc and AP are in the same VLAN and your pc have the same range of networks like ( the pc IP 192.168.1.10/24 and the AP IP 192.168.1.11/24 so you can access the AP in the switch Succesful.
All; The AP needs power to emit the Configure.Me-xxxxxx to enable access. How can I power the AP if the switch does not do it? How can I access the switch to tell it to power the AP if not via Configure.Me-xxxxxx?
If you go to interface context in enable mode and run command:
inline power, it will enable the poe on the port and provide power to the AP.
