My secondary Ruckus R510 AP has a solid redlight and it will not hard reset, the unleashed network only detects one AP. What can I do?

As per the case description, I understand that your Ruckus R510 AP is having solid red light and unable to perform a hard reset.
Could you please try connecting the affected Access Point to an external power 12 VDC adapter and check it separately without connecting to the Switch PoE port cable? (Please refer to the below screenshot). Usually, you will find the 12 VDC adapter connected to your ISP’s (Internet Service Provider’s) Router/Modem-Router combo device.
Once connected try to perform the factory reset of the Access Point as described in the below guide.

From the response you shared, I understand that the Access point is still showing red light even after connecting to an external power 12 VDC adapter.
We kindly request that you connect your RUCKUS R510 Access Point (AP) one by one to a functional power outlet and share both pictures and a single video showcasing the light status, the 12 VDC External power adapter connected to the AP, and its connection to a working power outlet. Please refer to the example pictures provided below for guidance.

Kindly shoot a video similar to the EXAMPLE Video provided in the link.
In the video, please ensure to capture the following:
1. Show the plug of the RUCKUS Access Point being connected to a working outlet.

Thank you for sharing the requested PICTURES and a VIDEO.
Based on the troubleshooting done, your RUCKUS R510 AP is not powering up even after connecting it to working power outlet, and when plugged in, gives solid red light. However, the failure persists. This AP unit Should be RMA (Return Merchandise Authorization) in simple words replacing it.
