On a stand alone ZF7363 AP, where can I change the power settings of the radios? Can the operating country be changed?

See screenshot. If you don't see the Country Code selector, that is a US only unit and cannot be changed.

You change the Tx power settings under the Advanced button. Note that default is "full" so you would normally turn it down only when interference is a concern.
