How to solve the indoor AP R710 for LEDs 2.4 & 5Ghz can work. because all this time we always RMA/return AP. Is there any other options to solve it?

means Access point R710 on LED Pwr + Ctl in condition on but LED 2.4 & 5Ghz in off condition. Most problems are in Led 2.4 & 5Ghz. Companies are always RMA if such constraints. I mean is there any particular option besides RMA so that LED 2.4 & 5Ghz can be on

Sorry, I don't understand your question.  What is the "problem" exactly, that the LEDs flicker at different rates?   They generally flicker to indicate client usage.
