Please confirm the AP model and it firmware version ?
Also check on the POE-switch and check the power class and make sure 802.3at power is used.
On the AP CLI run the below command to change the power as well
enable.# ap-mode(ap-mode)# set power-mode at
You can download the support log from the AP and check the Poe mode used by the AP.

lf power supply deficiency is caused by incorrect power level negotiation between the AP and the switch/PoE injector, you can enforce the AP Power Level on the AP's configuration page. Go to Access Points > [AP] > Edit > Other > PoE Operating Mode.Enable Override Group Config and select a power mode from the menu.Select the highest power supply mode and the insufficient power supply prompt will disappear.
