My Rukus is not broadcasting any internet and there is no power in my AP's after a power outage. I tried to reboot and also tried the reset with connection to the console but no luck. I cannot upload pictures. Can you please help.
i have solid green on SYST and PWR. The AP's are connected on POE 1 to 3 and the ethernet for the internet is connected to POE 4.

As per the case description, I could understand that your RUCKUS setup is not working, and Access Points do not have power after a power outage.
"TFTP session timed out" message appears because the switch is looking for a TFTP server to load the configuration file from the TFTP server but there is no response from the TFTP server so for that reason creates a time out.
You can ignore this message if you are not going to download a configuration file from the TFTP server.
1. Here TFTP is not recommended. Sometimes we may need TFTP to Upgrade the switch via TFTP. And for now, we could disable it to prevent those continuous messages on CLI.
Please perform the below commands:
ICX7150-48ZP Router>enableNo password has been assigned yet...ICX7150-48ZP Router#config terminalICX7150-48ZP Router(config)#tftp disable
2. As you have console access, please perform the below commands, and send us the output for the same.
Note: Hit Enter to accept each command
enable
show versionshow inline power show inline power detail
3. If you want "TFTP session timed out" message disappears you can disable TFTP as mentioned above but you will not be able to do upgrades via TFTP you will have to re-enable it back as mentioned below:

Please share the output of the above commands from point number 2 and let me know if you have any queries in this regard.

Can you please confirm if the modem ethernet connection is in the correct port.. I currently have it connected to Port 4 of the 12 ports.

As I can see from the information you shared, the PoE is in the disabled state on all the ports of the Switch (Please refer to the below screenshot). By which the Access Points are unable to get the power.
To enable the PoE on the Switch, please perform the below commands from the CLI:
Switch>enableNo password has been assigned yet...Switch#configure terminalSwitch(config)#interface ethernet 1/1/1 to 1/1/12Switch(config-mif-1/1/1-1/1/12)#inline power
Also attaching a Screenshot below as a reference:
Once you perform the above process all ports should be On, and APs should get the power.
To avoid these issues in the future, I would like to suggest upgrading your Switch to the latest stable version, as your current Switch is on the old version which is SPS08061a. Please let me know once you are done with the above process, to assist you with the upgrading of the Switch.

I've reviewed the and tried the information you have previously given to others, but the issue with my Ruckus is that there are no lights at all showing. I have tried to reset, I have unplugged it and waited and plugged it back in. This all occurred after a power outage, but it looks like my system never came back on so none of devices plugged into it are working now. I have followed the instructions to plug in a usb c but nothing works. I think it may have blew a fuse or something. What do I need to do to get a replacement system. Also the Ruckus Access point is not working either...no lights at all. Please help.

Please follow the below steps to Upgrade your Switch to the latest stable version.
The recommended stable versions are 8095g (08.0.95g) or 8095j (08.0.95j)
The Upgrade path would be 8060>>8080f>>8095g OR 8095j
Below are the options or methods to perform the Upgrade on the switch: You could choose any one of these.
1st Option:
1. In this option, we will use a pen drive or USB flash drive in which we move the files to the pen drive and connect it to the Switch then through CLI we execute the commands to upgrade the Switch using the following guide as a reference:

Try to access your switch from a web browser by pasting the below URL in http or https form whichever that works.

As you can access CLI, I would suggest you follow the 2nd option.
