City wide wifi deployment

Question

I am going to make  a town completely wifi by using ruckus p300 with sector antennas as a backhaul and cpe at customer home to provide them internet connectivity .But how could i solve the problem of providing them single login and allowing 4 devices at home or outside their home to connect to a network using single login id  .
