Hi Jeremy,
No, you cannot directly upgrade from 10.1.1 to 10.4.
Below are the supported upgrade paths.
Upgrade to any version given above and then upgrade to 10.4.
10.4.0.0.69 (GA) is not the latest version, you should upgrade to 10.4.0.0.70 (GA refresh).
