block unauthorized users from getting access to internet facebook wifi

we are using Ruckus Unleashed 200.7 on r710 
our guest network is facebook wifi
when users connect to the guest wifi you can see them appear a unauthorized users until the perform a facebook check in and become authorized.
our issue is that devices are able to browse web while still being unauthorized, is here a way to prevent that i am missing
some devices show the check in page, which you can ignore but after a few minutes they are removed as a client 
other devices are not show the sign in page and are seemingly granted unrestricted web access while remaining unauthorized
