i have vscg
with multi ap-zone  in one zone i need to add term and condition page 
1 can i change the web page

2 if not  is there is any 3 party program that can i use

You can use a HotSpot type WLAN instead of Guest Access, and totally customize the login pages,
authenticating against your own AAA server database.
