We are investigating issues of iPads and 5 GHz. Is it possible to band steer based on device type? I think I can setup a SSID and have it only be on 2.4 GHz but I would prefer to just push the devices to that if possible.

No, you cannot band steer on device type. Once enabled, it will be applicable to all the clients connecting to specific SSID not just iPads.
Creating a separate SSID is a good idea.
