The ZoneDirector 1200 has to have Mesh enabled. Then, all APs will support Mesh (between like radios).

R710 is a wave-2, 802.11ac Access Point. Smart Mesh is supported for wave-2 APs from 9.13 version.
Below is the 9.13 release notes.

Please upgrade the ZD to 9.13 or above versions and you will be able to configure mesh.
