5GHz WLAN SSID not visible after cold boot on standalone 7372

I have a 7372 setup as a standalone WAP with separate SSIDs for the 2.4GHz and 5GHz bands. On a cold boot (i.e. powered off and then switched on) the 5GHz SSID (on channel 40) does not appear visible to clients although the web interface on the WAP says that it is up. A reboot via the web interface brings it up. WAP is running software version 9.7.0.0.220.
Anyone else seeing this?
Wireless clients attach to wlan8 after web based reboot. The only thing I can see as odd in the log is that there is a massive time skew which is resolved by NTP on the soft reboot.
