Based on the information provided, it appears that you are encountering issue with the RUCKUS ICX-7150-C12P Switch with amber SYST LED after a power outage.

Amber SYST light is a indication when the Switch gets stuck in boot mode and if multiple hard resets doesn't work the next step would be to perform Software Recovery where the software image is reinstalled in the Switch.
