As per the case description, I understand that your RUCKUS setup is not working after the power outage.
Could you please let us know the answers to the below queries to assist you better?
1) On your switch while it's plugged into the outlet, do you see any lights on? (Amber or green) Please let us know which lights are on. (Please refer to the below picture and share a picture of the same, showing the light status and the FULL Switch panel cable connections to the Switch ports)
2) May I know how many Access Points are connected to the Switch? Could you please let me know the light status on the Access Points? Any of these lights are on (Please refer to the below picture and share a picture of the same)
Please help us with pictures of your ICX-7150-C12P Switch showing the status of the lights and cable connections to the Switch ports. Also, light the status of Access Points.
Before uploading the photos please log in to the RUCKUS account and you can upload the image.
Please let us know the answers to ALL the above queries or let us know if you have any queries in this regard.

From the response you shared, I understand that the status lights on the Switch is Amber and the PWR light is Green, which means that the Switch is stuck in a boot mode
Please follow the below RUCKUS Lennar Knowledge base self-help article which will help you to fix the issue when the Switch is in boot mode.

Hi Pinky, I tried the reset steps above and all the lights blink only once only when I remove the pin from reset button
I understand that you are facing issues while performing a reset on the Switch.
Could you please confirm if you have performed reset multiple times (like 10 to 15 mins) as mentioned in the article?
Also, have you performed software recovery after performing reset?
Please share the requested information and let us know if you have any queries in this regard.

Hi Pinky, I tried again with the paper clip and the yellow lights have been blinking continuosly since 30 mins. I again tried software recovery process and I don't see boot option in putty. Please help
I understand that you are getting stuck while performing the software recovery.
I would request you to please share the cable connection between the Switch and the laptop while performing software recovery. (Please see the below picture as reference)
Also, please share the screenshot of the COM port details. COM port details should be with the silicon lab name in the device manager.
I would request you to please check if both the drivers are installed as per the software recovery article.
Once again, please make sure to download the zip drive for the file below & "extract all". Once it's extracted, run the file, the driver should be installed using the 2 links below.

Could you please restart the laptop after installing the drivers and check the COM port details in the Device Manger from the Control Panel?
Also, please wait for few minutes and check if boot> prompt is visible.
I have connected cable connection between the Switch and the laptop and also the Ethernet cable connected between the Out-of-band management port in the Switch to your computer Ethernet port.
I see the below in Putty. The response in not alive. I am unable to attached screenshots here

We appreciate the information you've provided regarding your efforts to perform software recovery on the RUCKUS ICX-7150-C12P Switch.
AS you mentioned that you are getting a 'ping not alive' error during the software recovery process, we recommend temporarily disabling the Windows firewall.

Please note, you must use ethernet cable (both ends RJ45 plugs) and USB to type C cable both together for Software Recovery process as described in steps 2 & 3 in the guide link.
