Resolved! AAA: UDP Listner Not Initialized, AAA not operational

I have an ICX-7850-48F running 08.0.95g ufi that will not allow RADIUS logins, only local login. Upon logging in, I receive a message stating "AAA: UDP listner not initialized, AAA not operational."
