ICX7450 - PoE port is always BLOCKING and state is down and down

I have a Ruckus ICX7450-24 PoE with dual power supply and only one Cisco AP 9100 in ethe 1/1/23 (tried other ports- same outcome) and no other PoE drawing device. We had a power event, which resulted into a switch replacement. Whenever I connect the AP to any physical port it goes into BLOCKING and line down and down. Any other device "ups" state is FORWARDING. Verified all the configuration with other peer switches (match word to word). ICX7450 port 1/2/4 connects to a Cisco 3650 Gig port all SFPs and SFP+ as well as Fiber tests are verified and ok. The Cisco 3650 sees the ICX 7450 as a lldp nei and port state is up and up.

The above code is active in about 500+ switches in our network ICX7450-24/48 in various stacks, LAGS and non stack format.

No LAG or Stack in this switch Did reload, Did disable, no inline power and reverted did not solve the problem. Tested uplinks, tested the ethernet cable to the AP all ok. Even extracted the AP and took it to another location came up at a charm and in FORWARDING STATE. Even matched the switch config to other production config and no change. Also took the switch at another location and inserted a Cisco 2602 in ethe 1/1/23 port State is FORWARDING.

Replaced the switch again (total of 2 replacements) same behavior ethe 1/1/23 or any other port to which AP is linked Port State is BLOCKING and state is down and down. Also verified there is no mini hub in the path for mal formed BPDUS.

Will appreciate any help.

This is an interesting case. Please help us clarify some facts:

When you connect a laptop into port 1/1/23, it works fine.

When you connect another switch to port 1/1/23, it works fine.

When you connect a different PD (POE device), it works fine.

Whatever you connect into this ICX7450 works fine, everything except for this specific AP9100.

This is an interesting case. Please help us clarify some facts:

When you connect a laptop into port 1/1/23, it works fine.

When you connect another switch to port 1/1/23, it works fine.

When you connect a different PD (POE device), it works fine.

Whatever you connect into this ICX7450 works fine, everything except for this specific AP9100.

Deal was everything was tested from all the way Layer 1 to Layer 3. The Fluke cable tester 2/3 times reported continuity for the patch cable and PoE and for the kicks we swapped out the patch cable and connected the AP directly to the switchport and it came up instantaneously. At this time we are ascertaining that whether the Fluke Cable tester needs to be re caliberated or not, since it has been in use over 6 years.
