Zonedirector Hotspot redirect problem

Hello, I have a hotspot service configured.
My initial, unathenticated user redirect is configured to the URL:'https://onboard.ourCompany.co.nz/portal/MW_Onboarding_portal/10.99.0.10'.
Due to the pseudo browser problem, I have opened up all of the 'Internet connectivity check' IP addresses in the walled garden. Therefore I need to tell my users to explicitly enter a URL to initiate the Hotspot redirect. The problem is that if I tell them to enter the URL above it fails: 'https://onboard.ourCompany.co.nz/portal/MW_Onboarding_portal/10.99.0.10'.
I have to tell my users to visit any other HTTP site before the redirect to the proper login page above works.
Can you please advise why this is ?
If it because ZoneDirector is requried to performed the redirect so it can create create a cookie on the user's computer RATHER than the user directly go to the third party authentication server Hotspot logon page ?
