200.15, 200.16, 200.17 CLI Reference Guide require Premium Support

I get an error message when trying to download the PDF of the 200.17 CLI Reference Guide. I also checked 200.16 and 200.15. Here is the error I get:

"You do not have permission to access this Premium asset. Please purchase or activate support in order to gain access"

This is also still the case for the 200.17 Release Notes PDF. The 200.16 and 200.15 are available for download though.
