This has been resolved. The data center had to replace a run of fiber that was causing the issue. Once the fiber was replaced, I was able to ping the other side.

We installed a point-to-point connection between our data center and one of our branch locations. One connection is 10g and goes straight into an ICX750 with a1310nm SFP connector and port configured for 10g-full. The other end goes into a Ciena 10g with a tunable SFP connector. It comes out of the Ciena with a 1g copper handoff and goes into the other ICX750 with a RJ45 SFP connector into a 1 port. The Data center is 10.223.17.1 255.255.255.252 and the branch is 10.223.17.2 255.255.255.252. I cannot get either side to ping either address. We do already have routing setup for a SDWAN that is working but we just added the point-to-point for storage replication that was going to interfere with production. Any ideas on what I may be doing wrong?
